What Will the Future of Indian Hills Look Like? We are at a Fork in the Road!

Indian Hills was originally developed in the 1960’s with an included POA that was intended to support the shared amenities that we have. This includes 17 acres of cascading lakes, a swimming pool facility, tennis courts and 5 acres of land with waterfalls and trails along 5-mile creek. The POA was eliminated shortly after the developer left and IHCC was created as a neighborhood club which relied only on membership dues to keep things going. Membership dues were never enough to improve these aging facilities and structures, including the dams. The lakes, dams, pool facility and tennis courts are all in need of help. The pool facility no longer meets code and is now closed. We are on the verge of losing our 30 acres of creek-side land, lakes and facilities. If IHCC dissolves, its non-profit tax exemption benefit is lost, and an estimated $11,000 worth of property taxes would need to be paid each year. The City has made no offer to take the property. It would need to go to the City Council for a vote. At that point we lose this beautiful private land and it all becomes public. Anyone in the city can come and go as they please.

Where We Are…

We are at a fork in the road. In February of 2023, the IHCC board presented a ($20/month per household) proposal to renovate our facilities. A majority of those who attended felt the amount was too expensive and believed the pool only served a small portion of the 1200 homes in the neighborhood. The IHCC board has spent the last year creating a more affordable plan that includes easier to maintain features that are more likely to be used by a larger percentage of neighbors. The board recruited new members and began meeting weekly. We have been collaborating with lake homeowners, the City of North Little Rock, the State Department of Agriculture, Civil Engineers, Service District Professionals, Dam Safety officials, contractors and past board members to create a complete assessment of our situation. We have also raised some money from lake homeowners and the City to address the most pressing issue which is the state of our lake dams. While we have made some progress, there is long journey ahead. According to the State Department of Agriculture, if the neighborhood does nothing, the dams will not be allowed to remain unattended, and our lakes may be lost.

What Can We Do?

IHCC is now ready to present a year’s worth of hard work to the neighborhood and show you how we can save our 30 acres of shared property for $8.50/month per household over the course of ten years. After very careful consideration, we have determined that the pool will not be included in this proposal. Our goal is to save all the natural features of our neighborhood and provide a nice, shared pavilion with outdoor cooking and a small playground. We will also be able to save our tennis courts and add pickleball striping and a basketball court to one side. This will be accomplished as the money is raised (pay as we go) in order to avoid the fees and interest of a loan.

IHCC will be inviting the neighborhood to public presentations of the proposal in March and April of 2024. We will be presenting to the neighborhood in sections to keep the number of attendees manageable. Every one of the 1200 homes in the proposal will be receiving a mailed invitation to a public meeting. These meetings will take place at the nearby United Methodist Church. We will go through the results of our research and explain the reasoning behind the proposal. You will have a chance to ask questions and be fully informed in order to make your decision. It is our belief that this $8.50/month investment into our neighborhood will preserve the most important aspects that make up the identity of our neighborhood, including privacy and nature in the middle of a busy city as well as a strong neighborhood community that sticks together.
